Another is to create a ratio where both praise and criticism is used to judge a service or event on an employee.   • The Gratitude Resentment and Appreciation Test(GRAT)- Another way to measure trait gratitude, with a rating system on a series of statements

These ways are only possible if the workspace encourages trust-building, promotes transparency, be open and tolerant of others’ views and opinions. It’s only possible if the workforce engages itself towards the feeling of esprit de corps. To express such an approach of gratitude, it is recommended to adopt these three simple practices at work.

  • Formulate a reward strategy
  • Maintain a recognition journal
  • Come up with innovative ways of recognition like-
  1. time-off to be used at a future date,
  2. free breakfast or lunch for those still coming into work,
  3. gift cards to local restaurants

BBC announces pay freeze and no bonuses for managers

More than 400 senior managers within the United Kingdom’s BBC, which employs around 28,500 people, have been told that they face a real-terms pay cut as bonuses and pay rises are scrapped this financial year.

Tuesday’s announcement said that bonuses will not now be paid and pay rates will stay fixed until 2010. The BBC’s executive management board, including Director-General Mark Thompson, his deputy Mark Byford and the Director of BBC Vision Jana Bennett did not take their bonuses for 2009 and have already had their pay frozen. Senior staff will have their bonus plan abandoned whilst junior staff have been told to expect any pay increases to be modest.

The BBC is under budget constraints after receiving a licence fee settlement below the amount management felt it required. Coupled with the effects of the credit crunch, the BBC is believed to need to find £1.7bn in savings between now and 2013 but has seen a further £450m shortfall develop. Initial plans to sell important BBC buildings have been put on hold since the falls in the property market in 2008. The planned pay freeze could save £20 million but risks angering unions who are seeking a general increase of £1,800 per person. Gerry Morrissey of BECTU, the broadcasting union, has already mentioned the possibility of industrial action. He told Sky News, “We have never been in favour of bonuses being paid so believe this should happen every year, and the money go towards eradicating low pay.”

The Press Association quotes Mark Thompson as telling staff “A strategic contingency exercise, led by a senior group of managers, has been looking at what additional funds are needed should we need to put aside additional funds to cover our current estimate of the financial risks we face… We need to be in as strong a position as possible if we are to deliver distinctive content and meet our key strategic projects, such as moving to the new Broadcasting House, moving network production to the nations and funding our broadband future.”

The pay freeze will not affect the Corporation’s highest paid on-air talent, who are on individual contracts.

US Senate passes housing aid bill

A Saturday, July 26th, meeting of the United States Senate resulted in the passing of a $300 billion housing aid bill designed to help homeowners facing foreclosure by providing financial aid. In addition, the bill created a government emergency fund for mortgage companies, Fannie Mae and Freddie Mac. The legislation is expected to benefit up to 400,000 homeowners. The Congressional Budget Office said that between now and December 31, 2009, that if any bailout for the companies was needed, they expected it to be less than $25 billion.

The House on July 23th, passed the bill with a final vote of 272 in favor and 152 against. The final vote in the Senate was 72 in favor and 13 against. President Bush had initial woes about the bill based upon a $3.9 billion part of the legislation allowing for repurchase and improvement of foreclosed homes by the stricken neighborhoods.

The Bush Administration believed that this could be a potential problem, because it created a incentive for mortgage companies to foreclose homes. Bush has since changed his mind on the matter and is expected to sign the bill in the near future.

The bill has been considered one of the most important pieces of housing legislation in years. Senator Christopher Dodd of Connecticut said that “this bill is going to make a difference almost immediately.” Despite the bill’s overwhelming support, it has had its dissidents. “We are pretending to chain a monster here and we are, instead, letting that monster loose,” said Arizona Representative Jeff Flake. Originally a supporter of the bill, Senator Charles Grassley of Iowa has changed his opinion because of the addition of the emergency fund for Fannie Mae and Freddie Mac. “This bill has fallen prey to the special interests on Wall Street and K Street at an unjustifiable expense to taxpayers and homeowners on Main Street,” said Grassley.

Chinese police arrest escaped North Korean convict

As reported by state-run Chinese newspaper The Beijing News on Sunday, a North Korean defector has been captured by law enforcement after a 42-day-long chase following his escape from prison. Going by the Chinese name Zhu Xianjian, the 39 year-old man had been arrested for illegal entry into China, theft, and larceny. His deportation back to North Korea from Jilin Province was scheduled to take place in 2023, after his sentence ended.

Images and video of the capture were released alongside the report, showing Zhu being carried into a police car by law enforcement, near the lakeside house where he was apprehended. According to a video released by the South China Morning Post, reports say that Zhu was shot in the leg while trying to flee. A 200,000 yuan (31,284 USD) bounty had been instituted for any tips or information that could lead to the defector’s capture, Business Insider reported. Zhu had escaped from Jilin prison on October 18, after climbing on a storage shed and leaping off a wall.

Zhu had escaped from North Korea in July 2013, after swimming across the Tumen river, which acts as a natural border between North Korea and China. Prior to his escape, Zhu had been living as a coal miner in North Korea.

North Korean defectors face imprisonment and possible torture if caught in China. A bilateral border agreement signed in 1986 between China and North Korea warrants the deportation of all Korean defectors caught by Chinese authorities back to North Korea.

Scobee joined the organization at age 14, and worked at Scientology’s international management headquarters for several years before leaving in 2005. Cassini discovers organic material on Saturn moon

The Cassini–Huygens spacecraft has discovered “organic material” and water spewing from a geyser on one of Saturn‘s moons, Enceladus. According to NASA, the discovery was made when Cassini flew by the moon on March 12.

“A completely unexpected surprise is that the chemistry of Enceladus, what’s coming out from inside, resembles that of a comet. To have primordial material coming out from inside a Saturn moon raises many questions on the formation of the Saturn system,” said Hunter Waite, principal investigator for the Cassini Ion and Neutral Mass Spectrometer at the Southwest Research Institute located in San Antonio, Texas.

The Ion and Neutral Mass Spectrometer saw a much higher density of volatile gases, water vapor, carbon dioxide and carbon monoxide, as well as organic materials, some 20 times denser than expected. This dramatic increase in density was evident as the spacecraft flew over the area of the plumes.

New high-resolution heat maps of the south pole by Cassini’s Composite Infrared Spectrometer show that the so-called tiger stripes, giant fissures that are the source of the geysers, are warm along almost their entire lengths, and reveal other warm fissures nearby. These more precise new measurements reveal temperatures of at least minus 93 degrees Celsius (minus 135 Fahrenheit.) That is 17 degrees Celsius (63 degrees Fahrenheit) warmer than previously seen and 93 degrees Celsius (200 degrees Fahrenheit) warmer than other regions of the moon. The warmest regions along the tiger stripes correspond to two of the jet locations seen in Cassini images.

“Enceladus has got warmth, water and organic chemicals, some of the essential building blocks needed for life. We have quite a recipe for life on our hands, but we have yet to find the final ingredient, liquid water, but Enceladus is only whetting our appetites for more,” said Dennis Matson, Cassini project scientist at NASA’s Jet Propulsion Laboratory in Pasadena, California.

At closest approach, Cassini was only 30 miles from Enceladus. When it flew through the plumes it was 120 miles from the moon’s surface. Cassini’s next flyby of Enceladus is in August.

Accounting firms and other tax professionals should seriously consider working under the guidance of an attorney when filing voluntary disclosures of previously undisclosed offshore accounts, or risk being forced to testify against their clients or facing criminal contempt charges. Accountants, tax agents, and other tax practitioners who have filed voluntary disclosures without the assistance of legal counsel have done so at their and their clients risk and expense. However, by working with an attorney under a Kovel agreement, accountants and their clients are protected by the attorney-client privilege.

The benefits of the Kovel arrangement have reemerged due to the Offshore Settlement Initiative Voluntary Disclosure Program . As a result of this Initiative, some 14,700 taxpayers with previously undisclosed offshore accounts have come forward to the Internal Revenue Service. However, this process is very sensitive and exposes taxpayers to potential criminal prosecution. Many accounting firms are doing their clients and their business a disservice, attempting to complete voluntary disclosures on their own without the assistance of counsel without the protection provided by the Kovel agreements extension of the attorney client privilege. This exposes both the accounting firm and the taxpayer to needless liability.

No accountant wants to have to testify against his or her client or be held in contempt of court for refusing to testify. Unfortunately, without the assistance of counsel this is a very real possibility. A taxpayers sensitive information is necessarily revealed in the course of the business relationship with an accountant, and could reveal potential criminal culpability to the taxpayers accountant. If the taxpayers accountant is subpoenaed by the Federal government, there is nothing to prevent the accountant from having to testify in court against his client. If an accountant refuses to testify, he or she could be held in contempt of court and subject to incarceration. Working with an attorney under a Kovel letter agreement is the safest way for accountants to shield themselves from this Catch-22.

The Kovel arrangement is established by a formal letter from a taxpayers attorney to the taxpayers accounting firm designating the accountant as an agent of the attorney. This serves to extend the attorney-client privilege to the accounting firm. The Kovel arrangement is named after a case out of the Second Circuit Court of Appeals, United States v. Kovel. In Kovel,the court held that the attorney-client privilege extends to accountants reviewing documents and working as the attorneys agent.

The attorney client privilege provides a special protection for attorneys and clients. Essentially, an attorney can refuse to testify in court against his or her own client without the clients consent. Working with an attorney for a taxpayer under the protection of a Kovel letter agreement is the only way to protect the accountant from having to testify.

Accountants, tax agents, and other tax practitioners should consider working with an attorney versed in the intricacies of international tax law to reduce their and their clients exposure. Doing so will serve both the taxpayer and the accountant saving them from needless liability.

On December 2, the Toronto city council voted in favor of banning the sales and distribution of bottled water on city property. The council also agreed to provide public drinking fountains on their properties, as well as on a measure that would make shoppers pay at least five Canadian cents for plastic grocery bags and force business owners to offer reusable bags and carry-out containers.

“Toronto’s decision to ban the bottle and turn on the tap sends a clear message that bottled water’s 15 minutes are up,” said Polaris Institute’s campaign coordinator, Joe Cressy.

All of the city’s facilities should be following the water ban by 2011, while businesses will have to implement their bag fees by 2010. Toronto has become the largest city in the world to ban bottled water on government property.

On Tuesday, American actor, Patrick Swayze, who suffers from pancreatic cancer, denied reports that he was near death. American tabloid National Inquirer reported on November 28 that Swayze’s cancer had spread to his liver and that he was preparing for his death.

“The only thorn in my side being that many tabloids have been consistently reporting lies and false information about me and those close to me,” said Swayze in a statement to the press who also added that he knows he is in “the fight for his life,” but that it is a fight that he “is winning.”

“I’m one of the lucky few that responds well to treatment,” added Swayze.

Swayze has starred in over a dozen films, including the 1987 hit film Dirty Dancing.

Ireland votes to overturn 35-year-old constitutional ban on abortion

In the official result of Friday’s Irish referendum over the legality of abortion, referendum officer Barry Ryan announced yesterday 66.4% of voters favoured overturning the eighth amendment of the constitution. Introduced in 1983, the eighth amendment made abortion constitutionally illegal. Irish Taoiseach — Prime Minister — Leo Varadkar said supporting legislation, to be framed following the result of this referendum, is to be “enacted before the end of this year”.

More than 2.1 million people voted on the referendum on Friday. With a 64.1% turnout, 1,429,981 voted in favour of eliminating the abortion ban while 723,632 voted to keep it. The results were announced at Dublin Castle. About 6000 voters spoiled their votes. Calling it “an historic day”, Prime Minister Varadkar said it was “a great act of democracy.” Ministers said they would form laws allowing medical termination of pregnancy in the first trimester, twelve weeks, of pregnancy, and under special cases until the 24th week. The legislation is to be formed after discussion with medical experts.

Since the amendment, Article 40.3.3 of the Irish constitution, in 1983, which gave an unborn child equal rights to life as the mother, hundreds of thousands of women traveled to different countries for the medical termination of pregnancy, while some used medical drugs illegal in Ireland to terminate the pregnancy.

“Savita Matters, Women Matter” was one of the slogans used by the supporters who wanted to repeal the amendment. In October 2012, a 31-year-old dentist of Indian origin, Savita Halappanavar, died from sepsis at a Galway hospital after she was denied abortion for a protracted miscarriage. She was told by a midwife that termination of pregnancy would not be possible since Ireland was a “Catholic country”. Halappanavar’s photo was used for posters by supporters who wanted the 35-year-old amendment repealed. In 2016, the current Roman Catholic Pope, Pope Francis, described abortion as a “very grave sin” and a “horrendous crime”.

Halappanavar’s father Andanappa Yalagi told Hindustan Times, “We’ve got justice for Savita. What happened to her will not happen to any other family. I have no words to express my gratitude to the people of Ireland at this historic moment.” 39 of 40 Irish constituencies voted in favour of repealing the law, while voters in only one constituency, Donegal, voted against — 51.87% opting to keep the anti-abortion laws. After the result was announced, the crowd were chanting Savita’s name in front of Dublin Castle.

Cora Sherlock, an anti-abortion activist, said, “what we voted on today is the ending of human life.” “I will accept the will of the Irish people, at the same time I will make it very clear what I feel of the campaign that has taken place. We will now regroup and find out what our next move is”, she added. Another activist, David Quinn, said, “The result today is basically a reversal of the 1983 result. On that occasion the defeated side did not simply slip away.”

“The people have said that we want a modern constitution for a modern country”, Prime Minister Varadkar said. Canadian Prime Minister Justin Trudeau later congratulated Varadkar on Twitter, saying: “What a moment for democracy and women’s rights.”
