Four British energy suppliers face investigation into claims of misselling

The Office of Gas and Electricity Markets (Ofgem), the regulator of the electricity and gas markets in Great Britain, has launched an investigation into four of the largest British energy suppliers over suspicions that they not be complying with face-to-face and telephone sales regulations. The four organisations facing scrutiny could be fined up to 10% of their annual turnover if it is found that they are breaking sales regulations. Scottish Power, npower, Scottish and Southern Energy and EDF Energy are all to face questioning by the organisation.

Ofgem has urged customers of the four companies to alert the energy regulator, “if they are concerned about the sales approach any domestic suppliers have taken when selling energy contracts, either face-to-face or by telephone,” according to a statement. “As part of the investigation process Ofgem will examine any evidence of non-compliance and consider whether there are grounds for exercising enforcement powers.”

New regulations on sales tactics by energy suppliers were recently introduced, and, Ofgem has said, energy suppliers must be “proactive in preventing misselling to customers both face to face and over the phone. Also, if suppliers are selling contracts face to face they must provide customers with an estimate before any sales are concluded. In most circumstances customers should also receive a comparison of the supplier’s offer with their current deal.” Only one in five consumers consider energy suppliers to be trustworthy, and 61% of people feel intimidated by doorstep sales people from energy companies. According to the organisation Consumer Focus, “complaints have declined since new rules came into effect this year, but suppliers still seem to be flouting the rules. Some customers are still being given misleading quotes and information, which leave them worse off when they switch provider.”

The newspaper The Guardian has reported that “householders are reporting that sales agents working for the energy suppliers are giving them misleading information and quotes which leave them worse off when they switch supplier.” Consumer Focus has said that if energy companies continue to break the rules, they could be banned from doorstep-selling completely. The report goes on to say that “new figures from helpline Consumer Direct show that while the number of complaints has fallen since last year, about 200 cases of mis-selling are being reported each month.” However, Scottish Power said it insists on “the highest standards possible for all of our sales agents”, and npower told the Financial Times that it was “confident that the processes we have in place mean that we comply with our regulatory obligations”. EDF added that it was “fully compliant with all obligations regarding sales of energy contracts”.

According to the regulator, the obligations are serious and must be followed by energy supplies, or they will face “tougher sanctions than those available under more general consumer protection law.” Ofgem has published a guide advising consumers what they should do should an energy salesperson contact them in person of by telephone. Improper sales tactics are still common in the industry—in 2008 an Ofgem investigation found that 48% of gas customers and 42% of electricity customers were worse off after switching supplier on the doorstep. Npower was fined £1.8 million in 2008 by the organisation, and Ofgem insists that they are “committed to taking action” over improper sales activities by energy companies. “Suppliers have existing obligations to detect and prevent misselling and new licence conditions were brought in following our probe to further increase protection for customers,” said Andrew Wright, a Senior Partner of the regulator. “We expect all suppliers to comply with these tougher obligations but if our investigations find otherwise we will take strong action.”

Head of energy at Consumer Focus, Audrey Gallacher, called the investigation “a welcome step … to address years of customers getting a bad deal on energy prices on their doorstep. While many doorstep sales people will do a good job, the pay and rewards system continues to encourage mis-selling, despite years of regulation and voluntary initiatives. If better advice for customers and enforcement of the tougher rules doesn’t end the flagrant abuse of this form of selling the big question will be whether it should be completely banned.” Christine McGourty, director of Energy UK, which represents the leading gas and electricity companies, said that “the companies involved will collaborate with the Ofgem investigation and are awaiting further details from the regulator. Any sales agent in breach of the code will be struck off the approved energy sales register.” Which? chief executive, Peter Vicary-Smith, has said he considers the situation “shocking”, saying that the investigation “will do nothing to improve consumer trust in energy suppliers. We’re pleased that Ofgem has promised tough measures against any firms guilty of mis-selling. We hope it uses this opportunity to tighten rules around telesales so they are in line with those for face to face sales.”

SNP Westminster Energy spokesperson Mike Weir MP, however, said that the investigation “does nothing to tackle the real problem of fuel prices which leave many Scots facing great difficulty in heating their homes … Rather than tinkering around the edges Ofgem should be looking at how to reduce prices for vulnerable households.” Gareth Kloet, Head of Utilities at Confused.com, one of the UK’s biggest and most popular price comparison services, also welcomed the inquiry. “It is unacceptable for energy companies to mislead customers like this,” he said, adding that Confused.com has previously “urged energy providers to either stop the practice of doorstep selling or make it very clear to households that better deals are available online. There is no reason why door-to-door salesmen can’t show people online deals and even help households switch to them.”

“Our research reveals customers could end up paying £167 more than they need to as door-to-door salesmen are unable to offer the discounts that are applied online. The changes that have been made to date are a welcome addition to safeguard customers; however this review has been much needed for a long time. Hopefully it will mark the end of customers being overcharged and missold,” Kloet continued. “Our message to energy consumers remains the same: they should shop around online to make sure they’re getting the best deal possible and turn these salesmen away.”

Public disclosure made of final report on deaths of nine in Finnish school shooting

The Finnish National Bureau of Investigation yesterday released 600 pages of the 2,000 page final report into the Jokela school shooting. 18-year-old Pekka-Eric Auvinen opened fire at Jokela High School, killing eight before turning his gun on himself, receiving fatal wounds.

The remaining 1,400 pages of the report are to remain confidential. The public section reveals a number of problems that may have impacted on Auvinen’s decision to conduct the attack, but says that police failed to find any conclusive motive. Also released was an animation depicting events at the school.

The report says Auvinen had been bullied since the age of ten and concludes the extent of this problem was greater than previously thought. Auvinen suffered from anxiety and blushing, especially in lessons, and had been diagnosed with a panic disorder, for which he had been prescribed medication. Auvinen also suffered from sleep disorders and loneliness, and had few friends, although one former bully did go on to become a good friend of Auvinen’s. His mother said inability to settle on a suitable ideology contributed to Auvinen’s depression.

His parents had noticed and reacted to the bullying problem, but their intervention only served to worsen the situation. According to entries in Auvinen’s diary, he first began planning the shooting – which he gave the English name “Operation Main Strike” – about eight months prior to actually conducting the shooting.

Auvinen had told his mother that under certain circumstances he could approve of violence. He had often viewed web sites promoting violence and had a number of online contacts whom he discussed his ideas with. One of these was a United States teen arrested for planning a similar attack, and two others discussed the Columbine High School Massacre with him and traded videos they found online. However, there is no evidence he informed anyone of his plans until immediately prior to the attack.

The report called Auvinen a moderately good student, but noted his mental problems had impacted his performance at school. He had been interested in politics from an early age, being involved with the Centre Party, the Social Democratic Party, the Left Alliance, and the Finnish Communist Party.

“In the best case, this (attack) would create massive destruction and chaos, or even a revolution,” read one diary entry. “In any case, I want this to be remembered forever. Maybe I’ll even have a follower; after all, I am a super-person, almost God.” Another revealed he intended to “kill as many of you bastards as possible”. His diary also reveals he was aware he would be dead by the end of the attack.

He obtained a .22 calliber handgun which he named Catherine, having been denied a license for a 9mm gun, and submitted his plans online – including to YouTube – just 14 minutes prior to firing his first shots, having cycled to school. It was determined that, given the time-frame, there was little that could have been done by anyone who saw the material to prevent the attack. He fired 75 shots, 50 of which struck his eight fatally wounded victims, who were apparently chosen at random. Thirteen others were injured in the event.

The deceased were six students, the school headmistress and the school nurse. Auvinen shot at each several times in the region of the head and upper torso. He ultimately shot himself in the school toilet, and died in hospital from head wounds ten hours later, having never regained consciousness.

Police could not determine why he chose the date he did, although it was noted his online relationship with a foreign girl had ended just days before. It was also determined little could be done to predict and prevent future incidents, although one measure being sought is to require medical checks for gun licences and parental consent for prospective owners under 18.

Self-employed since 2000, Dondo works as a finance consultant with First Nation reserves, and provides accounting services to small business clients. From 1993-1998, he worked in the accounts department of Transport Canada. He volunteered as a pastor for Pentecostal Faith Temple in Cat Lake, Ontario, and is currently on the Parent’s Advisory Committee of Ecole Gilbert Rosset, St-Claude, Manitoba.

Wikinews contacted Jerome, to talk about the issues facing Canadians, and what they and their party would do to address them. Hardwood Floor Care Tips

Natural, renewable materials are again becoming popular in home dcor. Homeowners are choosing solid woods, laminates, and veneers for their cabinets, furniture, and hardwood floors because natural wood is durable and easy to care for. There is an abundant selection of wood products for home use, ranging from inexpensive pines, maples, and laminated woods to tropical hardwoods like teak, and mahogany, and exotics like mesquite. A generation raised with vinyl flooring, vinyl couches, and glass and metal tables may think the proper care of this wood it too complex a task to even risk the investment. However, they would be surprised to see how using the correct cleaning supplies makes cleaning wood floors a quick and simple chore.

The best daily care for your hardwood floor is to use a vacuum or dust mop to remove dirt and dust. In lightly traveled areas, this may be the only care the floor needs beyond a periodic waxing and buffing or careful washing with a specially formulated wood cleaner. How you clean your floor depends on whether your floor is finished with a penetrating seal or a surface seal. For either surface, follow your manufacturers recommendations on which type of cleaning supplies to use, so as to avoid damaging your floor, voiding your warrantee, or making the job of refinishing the floor difficult. Be sure to never use an ammonia based cleaner on any wood floor.

The rich, smooth shine of a well-cared for hardwood floor creates a warm, inviting atmosphere in a home. The look is elegant and expensive. But hardwood floor care is straight-forward. To keep this investment looking new for years, owners need to focus on preventive care and to invest in cleaning supplies specifically made for hardwood floors. The two worst enemies of hardwood floors are water and gritty dirt. Keeping those enemies away from the floor will maintain its smooth surface and shine. Water and other liquids should not be allowed to stand on the floor, but, rather, should be immediately mopped up with a towel. Standing water can warp the wood or cause water spots in the finish. Even moderately wet cleaning rags and mops should also be avoided. If it is necessary to wipe up a sticky area, use a barely DAMP, not wet, mop or towel, and buff the floor completely dry when you are finished. Protect the floor from accidental water spills in areas like the kitchen by using soft, easy to wash area rugs like those made of cotton in front of sinks, stoves and refrigerators. Avoid any rugs with rubber or vinyl backings, as these coatings might trap moisture on top of the wood floor.

Keep the grit and dirt outside where it belongs. Use bristled or other dirt-trapping mats at the outside entryways of your home. Inside these entry points, use soft area rugs to catch any remaining dirt and sand. Shake out, vacuum, and wash these rugs frequently. Once a week, vacuum any remaining dirt with a canister vacuum that has a brush-type floor attachment — or use a treated dust mop and dustpan Also, attach felt pads to the bottoms of furniture legs to protect the floor, and remember to pick up a piece of furniture if it is necessary to move it. Scooting furniture across the floor can scratch the floor. Be sure to keep high-heeled shoes in repair, as these heels can dent the floor if the rubber tips are worn off. Also, keep your pets nails trimmed.

Once a year, you may need to re-wax and buff your floor, or clean it with a specially formulated wood floor cleaner. Again, which treatment you use depends on the type of finish on your floor. If your floor has a surface finish (such as conversion varnish, acrylic-impregnated finishes, oil-modified polyurethane, or water-based urethane) you can use the wood floor cleaner and a slightly damp mop or towel. If your floor has a wax finish, you will need to reapply a liquid buffing or paste wax made for hardwood floors. When you are finished, rebuff the floor to a soft shine. A well-buffed and waxed floor can be touched up as needed with a floor cleaner, but you should never wax a floor that has a surface finish. With normal usage and preventive maintenance, the need for cleaning wood floors is a seasonal event.

April Fools’ Day pranks harmlessly pervaded worldwide again this year. Media outlets and internet sites have joined family, office workers, and friends to provide a wide variety of practical jokes. Ireland, France, and the United States celebrate April Fools all day, whereas a few countries celebrate jokes only until noon such as the United Kingdom, Australia, New Zealand, Canada, and South Africa.

Car and Driver claimed that GM and Chrysler were ordered out of NASCAR by the White House by the end of 2009 in order to receive any more government loans. There are press releases about this short-lived prank which received controversial feedback.

The Swiss Tourism Board has announced that volunteers were desperately needed, The Association of Mountain Cleaners “makes sure that our holiday guests can always enjoy perfect mountains. Using brooms, brushes, water and muscle power, they clean the rocks of any bird droppings.”

This year Gmail produced a new autopilot feature for April 1, 2009 which can read your email and automatically respond to every message.

BMW released its new Magnetic Tow Technology which allows your BMW to magnetically attach to the vehicle ahead of you. This enhanced technology allows the driver to remove their foot from the gas pedal and turn off the motor.

The Guardian proposed its move to Twitter, which would allow the newspaper to fit its article content into 140 character messages or “tweets”. Google’s technological break through for April Fool’s Day was CADIE, (Cognitive Autoheuristic Distributed-Intelligence Entity). By extracting internet search patterns combined with Brain Search, a part of CADIE technology, Google can now search your thoughts and memories.

Wikipedia even fooled Fox News who claimed that “every item on the home page of the user-generated site Wikipedia is fake. The featured Wikipedia article regaled the “Museum of Bad Art” in Boston.” However, each item on the main page was based on reality — even news articles such as NASA reports a shower of diamonds over the Republic of Sudan, which was based on a meteorite which passed over Sudan whose fragments did reveal diamonds upon discovery.

The Conficker Internet worm had been in the news warning of a worst case scenario when computers worldwide would be affected by the virus. Even the chief security adviser for Microsoft, Ed Gibson, didn’t want to make any predictions about what would happen. Experts just knew that it was set to go off on April 1. Several anomalous happenings were attributed to Conficker including Leroy “Mac” MacElrie who claimed to be the programmer of the Conficker worm and turned himself in to police.

Hotels.com ran an advertisement offering hotel room bookings on the moon which would be offered on European websites starting at £800 a night.

Qualcomm ingeniously revealed a new wireless networking technology called wireless convergence. Making use of the flight patterns of pigeons. They then use innovative solutions to converge the birds with wolves to protect the internal improvements.

Media outlets were not the only ones pulling pranks. Gaming websites across the internet Blizzard, Joystiq, and affiliates posted reviews and announcements of games with tongue in cheek. YouTube offered viewers a unique April Fool’s experience as videos were offered upside down. In Ireland, U2 fans received a U2opia concert on a shopping centre roof top concert rather than the real thing.

Non-sponsors’ logos plastered by peeved Paralympians

Bruce, Canberra — In an exclusive interview with Wikinews, Australian Paralympians Evan O’Hanlon and Scott Reardon discussed the increased professionalism of their sport, and the challenges elite athletes now face in securing sponsorship deals.

O’Hanlon, with the support of his Australian teammates, is on a mission to professionalise Paralympic athletics. He is leading a charge to encourage runners to cover the logos on shoes they wear to training and in competition because he believes that many people who see him in pictures when he wins world records think his shoes are paid for by sponsors; they are not.

Paralympic athletic competitors must buy their own shoes; while Australian Paralympic competitors receive support from the government, they still must pay for things their abled-bodied counterparts would not. O’Hanlon and Reardon believe unless competitors organise as a group and act together, they will not change the sponsorship landscape for Paralympic athletes.

Teammate Michelle Errichiello didn’t tape over the logos on her shoes, while O’Hanlon told Wikinews that he had taped over the logos on a pair of practice sprint shoes which he wouldn’t normally cover due to photographers being present at the athletics track. They intentionally choose the flesh colour of the tape to make it more noticed by spectators, highlighting their cause and raising its profile.

O’Hanlon told Wikinews reporters that additional information about these sponsorship issues could be found on his website.

Buffalo, New York —According to the developer Savarino Construction Services Corporation, the proposed Elmwood Village Hotel which would be placed on the corner of Elmwood and Forest Avenues in Buffalo, New York has been withdrawn from the city’s Planning Board and Common Council and will undergo a “do over”; however, Eva Hassett, Vice President of Savarino says that the proposal will be resubmitted, from scratch by the end of next week.

The hotel would require the demolition of at least five properties, 1109-1121 Elmwood and would cause the closure of several businesses. Already, two businesses, Skunk Tail Glass and Six Nations Native American Gift Shop have relocated, outside the Elmwood Strip. Don apparel, H.O.D. Tattoo and Mondo Video still remain on Elmwood; however, Mondo Video is planning on moving to a new location. The hotel will be 72 rooms and will cost at least 7 million dollars to build.

“We’re lovers, not fighters. Our energies should be spent on developing a really wonderful project, not wasted in court. We’ll start over with a clean slate and take as much time as necessary to hear people out and end up with a very positive project for the neighborhood,” said President of Savarino Construction, Sam Savarino.

The hotel will not undergo any major changes in its design says Savarino. “We would anticipate little if any physical change to the plans.” He also alleges that the issues with the hotel were not with the design or the proposal and also says that the hotel is still right for the intersection.

“The perceived problem was with the process, not the proposal itself. We believe this is the right thing to do on that corner,” added Savarino.

According to the Buffalo News, the projects resubmission is aimed to “shed the lawsuits” against the proposal. The Buffalo News also claims that the Common Council members are all still “in favor of the project.” The proposal was unanimously passed by the council on March 21, 2006.

Attorney Arthur J. Giacalone who represents the plaintiffs, Nancy Pollina and Patricia Morris, who operate Don Apparel (a vintage clothing and collectibles shop at 1119 Elmwood Avenue), Angeline Genovese and Evelyn Bencinich, owners of residences on Granger Place which abut the rear of the proposed site, Nina Freudenheim, a resident of nearby Penhurst Park, and Sandra Girage, the owner of a two-family residence on Forest Avenue less than a hundred feet from the proposed hotel’s sole entrance and exit driveway, says that the hotel proposal was “inappropriately rushed,” but some council members disagree. Defendants in the lawsuit against the hotel are, Buffalo’s Common Council and Planning Board, Mayor of Buffalo, Byron W. Brown, Savarino Construction Services Corporation, Hans J. Mobius and his son Hans S. Mobius owners of the properties at stake, Pano Georgiadis, owner of Pano’s Restaurant on Elmwood, and Cendant Corporation, the parent company of Wyndham Hotels, which will be, according to Savarino, the hotel operator. Attorney David State is representing the city, Planning Board, Mayor Byron Brown and the Common Council.

“I don’t think it was a rush job,” said Dominic J. Bonifacio Jr., the council’s Majority Leader.He also alleges that the only way to make “it [the hotel] a better project and ease the concerns of some neighbors would be to find a way to provide more parking.”

In an exclusive phone interview with Wikinews, Giacalone states that the lawsuit against the hotel and the city “will not be moved [withdrawn] unless the Common Council resins their [prior] decisions in passing the proposal.” Giacalone also says that Savarino has yet to submit any new plans for the proposal to the city. He also says that he “still plans to represent all plaintiffs” if they wish to continue with the suit and the use of his services.

Giacalone rescheduled the preliminary hearing which is “still in place” for July 27, 2006. When asked if the properties are still owned by Mobius, Giacalone replied “yes” and that according to attorney Bob Knoer, the Lawyer representing Hans Mobius, the owner of the properties that could be demolished, there is “no contract between Savarino” and that Mobius “plans to put the properties back on the market.” Mobius has not returned phone calls or e-mails and has not yet commented on the situation or the proposal itself. The city denies these claims.

In an exclusive phone interview by Wikinews, area councilman Joseph Golombek states that the reason for the resubmission of the proposal was due to “a mistake in the Planning process” and that none of the council members have “indicated that they have changed their opinions on the hotel” and still remain in favor of the project.

“I still think the Hotel is a good idea for that part of Elmwood. For Elmwood to stay strong and vibrant it must continue to grow and adapt to change. It is a different community than it was twenty years ago and will be different in another twenty years. The opponents of the Hotel have the opportunity to challenge it and are doing that. Even though I disagree with them I am glad there is a safety mechanism for people who disagree with government. We need to keep moving forward,” added Golombek.

Supporters of the hotel proposal are planning on holding a rally to support the new development. WNYmedia.net claims that the first rally will be held to support the hotel proposal on July 17, 2006 at 5:00 p.m. on Elmwood and Forest, on the site of the proposed location. According to WNYmedia.net they “are tired of the anti development crowd in Western New York.” They also blast opponents of the hotel proposal calling them “bananas” and “nimbys.” People opposed to the hotel proposal are planning on “counter attacking” with their own protest on the same day and time.

Scientology protest group celebrates founder’s birthday worldwide

The Internet group Anonymous today held further protests critical of the Church of Scientology.

The global protests started in Australia where several hundred protesters gathered at different locations for peaceful protests.

In a global speech, the Internet protest movement said Scientology “betrayed the trust of its members, [had] taken their money, their rights, and at times their very lives.” The protesters welcomed the public interest their protests have led to, and claimed they witnessed “an unprecedented flood of Scientologists [joining] us across the world to testify about these abuses.” The group said it would continue with monthly actions.

In a press statement from its European headquarters, Scientology accused the anonymous protesters of “hate speech and hate crimes”, alleging that security measures were necessary because of death threats and bomb threats. This also makes the Church want to “identify members” of the group it brands as “cyber-terrorists”.

Wikinews had correspondents in a number of protest locations to report on the events.

Anonymous states that the next protest is scheduled to take place on April 18, which happens to be the birthday of Suri, the daughter of Tom and Katie Cruise.
